  1. Welcome
    At 1:02 pm, the president, Gilles Morin, welcomed the members and presented the
    Executive.
  2. Approval of the Agenda
    Omit line 10 on the agenda as there were no elections this year. Jean Louis Breton
    motioned to approve the agenda with the additions, seconded by Sandra McKenny.
    Approved by all.
  3. Reading of the 2021 AGM Minutes
    The AGM minutes were not read aloud. Everyone was to have read the minutes
    before attending. No additions or corrections were needed. Michelin Lapointe moved
    to accept the minutes, seconded by Wayne Hart. Minutes were approved.
  4. Treasurer’s Report
    Micheline Lapointe provided a breakdown of the Association’s budget. Micheline
    restated to newcomers that the fee period has now changed from January 1st to
    December 31st. An explanation of the expenses was given such as maintenance on
    our roads as well as the usual banking expenses for the association. It was
    mentioned that 40% of members on Lac Bob road have not paid for road fees.
  5. Environment
    General: Walter Oppici gave us a reminder that we need to pump our septic systems
    every 2-4 years. There was discussion on the reason all 3 lakes have really low water
    levels.
    Water testing: Lake tests showed that Ruthledge lake is a little high in phosphate.
    The other 2 likes are showing clean results. The reasons for high phosphate could be
    due to septic leaching, use of fertilizers or animal feces. The cost of re-testing is
    approximately $120.00. Motion to retest the phosphate levels in lac Ruthledge was
    motioned by Gilles Morin and seconded by Konrad .
    Action: List the causes of high phosphate on our BBR website with a reminder to
    empty our septic tanks every 2-4 years as per our bylaws.
  6. Roads
    Gilles gave us a colour coded map and explanation of which roads are municipal and
    which are private. A discussion was had regarding the private Lac Bob road (green).
    With fewer residents paying the $40 road fee, there are insufficient funds to properly
    maintain the private road. Possible ways of relieving the association of this
    responsibility include giving the road to the municipality, or forming a private group
    made up of residents to manage summer road maintenance in a similar manner to
    how the winter plowing is done. Many people shared that they were appreciative of
    Jean Louis efforts in maintaining the roads.
    Action: Gilles to write a letter to the residents along Lac Bob road asking for input
    on how they’d like to proceed, recognizing that the status quo is not sustainable.
    Possibly following up with a survey.
    Action: Francois to add the coloured map to our website
  7. Security
    No security issues were reported.
    There were a few bear sightings in the area
  8. Website
    Francois was absent, only action items such as the water test results and coloured
    map to be added to our BBR website.
  9. Revised Constitution
    Konrad presented a revised Constitution. There were only 4 amendments to be made
    to the 2010 revised constitution. Completed.
    Action 1: confirm that the constitution is on the website
  10. Varia
    Green Fund:Walter gave us a quick update that we have applied for the Green Fund
    but haven’t heard back from the Municipality
    Cogeco: High speed fibre internet has been installed onto everyone’s properties. It is
    unknown at this time the monthly cost for their service.
  11. Adjournment
    Gilles Morin thanked the vacating Executive Member. Meeting adjourned at 2:14 pm
