  1. Welcome
    At 1:07 pm, the president, Gilles Morin, welcomed the members and presented the
    Executive.
  2. Approval of the Agenda
    There were 3 topics to be discussed for 11. Varia…Green Fund, BBR BBQ
    Restrictions, and noise from pet dogs. Pauline Leclerc motioned to approve the
    agenda with the additions, seconded by Jen Small. Approved by all.
  3. Reading of the 2019 AGM Minutes
    Gilles Morin and Melissa Aitken took turns reading the minutes in both English and
    french. One minor edit to be made in section 10. Varia is to remove Micheline
    Lapointe from the responsibility of notifying vacant property owners to collect
    membership and road fees. Paul Yurack moved to accept the minutes, seconded by
    Konrad Von Finckenstein. Minutes were approved.
  4. Treasurer’s Report
    Micheline Lapointe provided a breakdown of the Association’s budget. Micheline
    restated to newcomers that the fee period has now changed from January 1st to
    December 31st. An explanation of the expenses was given and included the trapping
    of beavers, maintenance on our roads as well as the usual banking expenses for the
    association. Jen Small moved to accept the budget, Mimi Yurack seconded the
    motion. The budget was approved by all.
  5. Environment
    General: Paul Yurack gave us a reminder that we need to pump our septic systems
    every 2-4 years.
    Water testing: Lake tests were excellent, no concerns were noted.
    Unusual Stream Foam: Paul informed us that in his research, he discovered that the
    suds and foam found in the water stream along Lac Bob is a natural occurrence due
    to organic matter. If it is seen again, a sample will be taken to confirm that it is not
    due to pollution.
  6. Roads
    Jean Louis gave us an explanation of which roads are municipal and which are
    private. Also, if there are concerns with the quality of the municipal roads, he urged
    the membership to reach out and issue a complaint to the LaPeche municipality via
    their website. To make a request or a complaint, you may contact the Citizen Service
    Department at extension 2221 or by e-mail: guichet.unique@villelapeche.qc.ca
    Action: add the LaPeche website to our Association site
    The portion of road from the gate at Gerard Joanisse to the Robinson’s property is no
    longer the responsibility of the BBR Association.Those residents will no longer pay
    the road maintenance fees to the Association, but instead hire their own contractor to
    maintain the roads beyond their gate. Those member’s fees will be reduced from $90
    to $50. Paula Oppici motioned and Francois Leclerc seconded the motion.
    There is no municipal plan to pave the Lac des Loups Road.
  7. Security
    A concern regarding trespassing on private property was brought up by a member.
    The members were reminded to be thoughtful and respectful neighbors, and to ask
    permission before going on to another property.
    Action: add a note regarding being a good neighbor to the website
  8. Website
    François gave us an update on the website. He encouraged people to visit the site
    and submit lake photos to the gallery. Discussion was had on having a business
    posting board so neighbors can find contractors. The decision was reached that
    allowing members to post questions and contractor recommendations to a website
    message board would allow the information to be shared, without it appearing to
    formally come from the Association.
    Action: add Message Board feature to website
    Gilles stated that high speed internet from Cogeco is scheduled to be available in our
    area in Fall 2022. Xplornet is currently available in the area and some members have
    signed up for Starlink.
    Discussion was had regarding implementing a login password for access to data on
    the BBR site, in hopes that this will motivate membership participation (esp dues)..
    Executive to have further discussions on this topic.
  9. Revised Constitution
    Konrad presented a revised Constitution. Discussion around the use of e-transfers
    versus cheques did not result in any further change beyond what was proposed,
    although adding the names of the two approving members of the executive to the
    Notes section of every e-transfer was deemed to be adopted as a best-practice
    (while not a constitutional issue).
    Stephanie J expressed concern that Konrad’s edit might not have been from the
    latest version of the constitution, noting that the date of edit was not included on the
    copy.
    Action 1: Konrad to confirm with Stephanie that he is using the most recent version
    available as the baseline for changes.
    Action 2: Konrad to change the amended date to August 21, 2021 on the 3 pages of
    the constitution.
    Motion to approve the constitution, pending the above actions, was made by Jen
    Small. Seconded by Jean-Louis Breton. Approved by all.
  10. Elections
    Gilles Morin President – nominated by Jen Small. Gilles accepted to stay on as
    President.
    Konrad Von Finckenstein- nominated by Jen Small. Konrad accepted to stay on as
    Vice-President.
    Melissa Aitken- nominated by Jen Small. Melissa accepted to stay on as secretary.
    Michelin Lapointe- nominated by Jen Small. Micheline accepted to stay on as
    treasurer.
    Paul/Mimi Yurack- nominated by Jen Small. Paul/Mimi accepted to stay on
    environment.
    Jean-Louis Breton- nominated by Jen Small. Jean-Louis accepted to stay on roads.
    Francois Leclerc- nominated by Jen Small. Francois accepted to stay on for website.
    David Aitken- nominated by Jen Small. David accepted the role in security.
    Members-at-large are Amy Roberts, Marie-France Mathieu, Walter Oppici, and
    Pauline Leclerc.
  11. Varia
    Green Fund: Gilles wants to pursue obtaining funding from the province via their
    Green Fund, to perform an engineering analysis to ensure water quality. For
    example, one study may be to ensure that no pollution is entering any of the lakes
    from any abandoned properties in the area. The decision was reached that an
    investigation would be started by Paul, assisted by the executive and the
    members-at-large.
    BBQ Rules: Gilles explained the COVID-19 rule-changes to the BBQ.
    Noise from pet dogs: not discussed.
  12. Adjournment
    Gilles Morin thanked the vacating Executive Member. Meeting adjourned at 3:00pm
